The North East Atlantic Fisheries Commission at its Annual Meeting on 12 November 2004 adopted, in accordance with Article 8 of the Convention, the implementation of Annex VIII b and attachment 4.3 and 4.4 of the scheme of control and Enforcement in respect of fishing vessels fishing in areas beyond the limits of national fisheries jurisdiction in the Convention area as follows:
