1) Must I give advance notice of entry into port?
|
For landings in all designated ports other than those in Norway you must give notice of entry into port of at least 3 working days before your estimated time of arrival.
For landings in Norwegian Ports you must give notice of entry into port at least 24 hours before your estimated time of arrival. |
2) What information do I have to send with my advance notice of entry into port?

Advance notice of intention to enter into port must be given accompanied by the relevant PSC forms (1 or 2). Information will not be accepted if it is not on the correct form |
3) Which Form should I use & how many times must I fill it in?

PSC1
If your vessel is landing its own catch you must send PSC 1. This form includes details of your advance notice of entry into port and catch.
PSC2
If your vessel is landing a transhipped catch you must send one separate PSC 2 form for each donor vessel from which you have received a catch. This form inlcudes details of your advance notice of entry into port, details of your vessel, and the donor vessel from which you are landing your catch.

5) What happens next?
|

Port sends to flag-State of your vessel AND to the flag-State(s) of donor vessel(s) if part of the landed catch has been transhipped. The flag-States will authorize or refuse the landing of the catches and relay this information back to the Port, which will inform the vessel's operators. |
6) What does NEAFC's Secretariat do?
|
|
The Secretariat will make the decision of the Port State - either the authorisation, or the refusal - available to all CP's by displaying the information on their web site without delay. |
7) What happens if there is a problem or delay with authorizing the landing/transhipping of the catch?
|
|
The Port State can authorize the landing of all or part of the catch in the absence of an authorisation from the appropriate flag-State(s), however catch landed in this way will be kept in storage under the control of the Port State and will not be released for sale until the authorisation has been received from the appropriate flag-State(s). If authorisation from the flag-State has not been received within 14 days the Port State may confiscate and dispose of the fish in accordance with national regulations. |
Inspections and Inspectors |
8) Can my vessel be inspected in Port? |

Inspections can be carried out by authorized officials from NEAFC CP's, who have shown their NEAFC Inspectors ID document to the Master of the vessel. Please note that these inspectors may be from more than one NEAFC CP. Inspectors will make all possible efforts to avoid unduly delaying or inconveniencing a vessel in order to avoid loss of quality of the fish |
9) How are inspections documented?

Inspection reports may be commented upon by Masters as well as inspectors and need to be signed by both parties. A copy of the inspection report is given to the Master, and additional copies are sent to the flag-State of the vessel, and the flag-States of donor vessels (in the case of transhipped catch) and to NEAFC Secretariat. NEAFC will make the report available to other NEAFC CP's by displaying it on their web site |

This advice has been written to sum up a part of the NEAFC "Scheme of Control and Enforcement". It must not be used as the basis for any decision. The "Scheme of Control and Enforcement" must be consulted. Commercial operators are required to deal directly with the Flag-state of their vessel in relation to these matters and seek any confirmation or advice from these officials.
