no Contracting Parties were notified of the proposal on 28 April in HOD 10/32. On 6 May the
proposal was amended and circulated with HOD 10/37. This raised the question of when the 30
day voting period should be counted. By the end of the 30 day period of the 28 April proposal,
the EU, Iceland, Norway and the Russian Federation had voted in favour. No further votes have
been received since.
